The Transportation Improvement Program (TIP) for Kokomo and Howard County is developed every 4 years at a minimum by the Kokomo and Howard County Governmental Coordinating Council. The program serves two main purposes. First, it provides local, state and federal officials with a schedule of all proposed transportation projects. The information permits coordination of the long and short range plans of the community. Second, it satisfies the requirements of federal regulations.1 The regulations state that a TIP is required if local projects wish to receive federal funding from the Federal Highway Administration or the Federal Transit Administration.
