The Kokomo and Howard County Governmental Coordinating Council (KHCGCC) serves as the Metropolitan Planning Organization (MPO) for the Kokomo Metropolitan Planning Area. KHCGCC is responsible for carrying out a continuing, cooperative, and comprehensive (3-C) transportation planning process that guides transportation investments and policies throughout the metropolitan planning area.

The purpose of this Public Participation Plan (PPP) is to establish procedures that provide all interested parties with reasonable opportunities to participate in transportation planning and programming decisions. KHCGCC recognizes that meaningful public involvement is essential to developing transportation systems that reflect community needs and priorities.
