First City Rider Program

About the Program
The Kokomo First City Rider program contracts with a local private transportation  provider (Rhino Taxi) to provide subsidized transportation.    The staff of the Kokomo and Howard County Governmental Coordinating Council administers the program.  The City of Kokomo provides the local match of the Section 5307 funds with the in-kind transportation services of the Kokomo Senior Citizen Bus Service.  Providers are also required to comply with Drug and Alcohol Testing Program.

Who can Participate?
Anyone who resides within the boundaries of County Roads 500 East and 500 West; and County Line Roads 600 North and 500 South is eligible to utilize the First City Rider Program.  And will be considered a "Patron" of the First City Rider Program.

Instructions on How to Register for First City Rider Program:
You are eligible to ride as soon as you register (by phone or in person) with the First City Rider Office (765) 456-2336.   You will be asked for information on yourself such as:   Name, Address, Phone, Birthdate, along with the last four digits of your Social Security Number.  Once registered with the First City Rider Office you can call the cab company (Rhino Taxi  765-452-9881) and tell them you are a First City Rider Patron.  The dispatcher will ask when and where to pick you up and where you would like to be dropped off.  Each ride must begin and end within the service area.

How often may I ride during each Month?
You will receive 60 one-way trips per month upon registering with the First City Rider Office.  At the beginning of every month you are assigned 60 more trips.  Any trips you did not use the previous month will not carry over from one moth to the next.  Furthermore, if you have no trips remaining before the end of the month you will not receive a discount.

PROGRAM GUIDELINES 

BOOKING TRIPS:  Contact Rhino Taxi at 765-452-9881 to schedule trips.  ALWAYS tell dispatcher you are a First City Rider patron.  The dispatcher will not be responsible for asking you.  You may schedule trips as early as you like.  Weekly schedules are accepted.  You MAY NOT book rides under some else's name.  We will do our best to check identification.

ROUND TRIPS:  Round trips will only be provided to members who schedule a round trip at the time of booking.  NO EXCEPTIONS.

STOPS:  Two Five (5) minute stops will be allowed for each trip and and CANNOT be more than three (3) blocks from original route.  However, the dispatcher must be informed at the time the trip is booked.  NO EXCEPTIONS.      No First City Rider discount will be allowed on trips with more than two (2) stops, which are under (5) minutes each.

NO SHOWS:  If you are a "NO SHOW", you will be responsible for any fares before additional services are provided.  In order for us to determine the responsibility of cab fare, dispatcher will ask for identifying information at the time of booking.

TIME OF PICK-UP:  Rhino Taxi is permitted to arrive (15) minutes before or after the time you scheduled the taxi.  You will be charged a waiting fee of $.25 per minute if not prepared at the time of the taxi's arrival.  If the taxi is 45 minutes past your booked time, you will not be considered a "no show" if you find other transportation and therefore will not be charged.

ALL TIMES ARE SUBJECT TO CURRENT TAXI DEMANDS

CALL BACKS:  Under NO circumstances will anyone but patron living in apartment complexes receive a telephone call from dispatch when the taxi has arrived for pick-up.  NO EXCEPTIONS.

SMOKING:  In accordance with City Ordinance 6182, smoking is STRICTLY prohibited, within city limits, by anyone in the taxis, including drivers. Individuals found in violation will be fined as outlined by the ordinance and/or suspended from the First City Rider Program.

CAR SEATS:  All members MUST be restrained in accordance with the law.  Patrons of the First City Rider Program must provide the necessary car seat or booster seat for their children and must remain in the appropriate restraints throughout travel.  Driver is permitted to refuse service until patron complies.  Charges for said ride will still be applied.

RHINO TAXI IS NOT RESPONSIBLE FOR ITEMS LEFT IN VEHICLES

There are three categories on the First City Rider Program, with a slight difference in discount.

BASIC:
Anyone 16 years of age or older who lives in the program service areas is eligible for this category.  These patrons receive a discount of $3.00 per trip.  The patron pays the remainder of the trip cost at the end of each trip.

SPECIAL:
This category is for patrons who either have a disability not requiring the use of a wheelchair lift van or are 60 years old or older.  Holders of a Medicare card are also eligible.  Handicapped patrons may be under 16 years of age.  Patrons under 12 years must be accompanied by an adult.  Between 8:00 a.m. and 5:00p.m. they receive a $3.00 discount.  Between the hours of 5:00p.m. and 8:00 a.m. they receive the $3.00 off plus an additional 50% off the remaining cost of each trip.

WHEELCHAIR:
This category is for handicapped patrons who require transportation with wheelchair equipped vehicles.  These Patrons may be under 16  years of age.  Patrons under the age of 12 must be accompanied by an adult.  Between the hours of 8:00 a.m. and 5:00 p.m. patrons in this category receive $3.00 off regular trip fare.  From 5:00p.m. to 8:00a.m. they receive an additional 50% off the remaining cost of the trip.  First City Rider also pays for the transport of the wheelchair.

CAUTION:  If you go through more than 60 trips in one month, then you will not receive a discount until the first of the next following month.
