Policy Board
The Policy Board in cooperation with the Kokomo and Howard County Governmental Coordinating Council (KHCGCC) acts as the authority in policy interpretation and management of the Kokomo and Howard County Governmental Coordinating Council. The Board is responsible for overseeing council budgeting, all finances including employee salaries, personnel and policy guidelines and all other business activities. They approve all plans and projects as undertaken by council staff. This board meets the first Thursday of every month.

Technical Advisory
The Technical Advisory Board in cooperation with
the Kokomo and Howard County Governmental Coordinating Council acts as
a recommendation committee to the Policy Board. They review such
projects as the Transportation Improvement Program (TIP) and the Long
Range
Transportation Program. Members of this committee represent
different
facets of state, city and county government along with representatives
of different transportation modes. This committee meets on the
first
Wednesday of every month.

KHCGCC
The Kokomo and Howard County Governmental
Coordinating Council (KHCGCC) Staff under the guidance of the Director
is
responsible for administering the annual budget, coordinating
consulting
services and producing the Statement of Work. Other
duties
include the Transportation Improvement Program and the Long Range
Plan.
The Coordinating Council prepares documents consisting of traffic
counting
and other surveillance studies, transit monitoring
and
census supports as needed. The Council staff also performs
Highway Performance Maintenance System (HPMS)
monitoring
along with management systems implementation.
KHCGCC staff administers and provides planning services for Kokomo First City Rider program. This includes the preparation of the InDOT Public Transit Annual Report with the Section 15 report, as well as Drug and Alcohol testing and training activities. This program provides a User Side Subsidy Transportation Service for the resident of the Kokomo Urbanized area.
